Redevelopment Powers
On the November 2024 Ballot, the City of Waynesboro will be asking voters to consider authorizing the City to act under the Georgia Redevelopment Powers Law, if approved this would authorize City officials to designate certain areas in the city as "redevelopment districts" under the Redevelopment Powers Law. Once designated, these areas become eligible for targeted incentives and investments to promote economic growth, improve infrastructure, and revitalize communities.
Redevelopment powers empower local governments to revitalize blighted or underdeveloped areas. These powers include creating redevelopment districts, offering incentives to developers, and implementing measures like public investment, infrastructure improvements, tax benefits, and planning initiatives. They aim to stimulate economic activity and investment where more than the private market is required. Each redevelopment district must be approved individually by Mayor and Council through a legislatively defined process including multiple public hearings.
The question to the voters on the ballot will be:
"Shall the act be approved which authorizes the city of Waynesboro, Georgia to exercise all Redevelopment Powers allowed under the Redevelopment Powers law as it may be amended from time to time?"
YES!! We hope that the citizens of Waynesboro think this is a valuable resource for the community and want our city to have access to these vital economic development and redevelopment tools.
Some of the important development tools authorized by granting these powers are included below.
Development Tools
- Tax allocation district (TAD): Captures increased property tax revenues within a redevelopment district to fund further development efforts. Redevelopment districts are certain areas that are approved by City Council through a defined process, in which the city could create incentives for development and revitalization in certain areas.
- Grants and Loans: Provide financial assistance to developers and businesses investing in targeted areas.
- Zoning Changes: Allows for flexible land use regulations to encourage development in certain areas.
- Public-Private Partnerships: Collaborations between government and private entities to drive investment.
- Regulatory Flexibility: Enables the elimination of building codes and encourages reuse of underutilized or blighted properties.
- Community Improvement District (CID's) Business Improvement Districts (BID's) Opportunity Zones & Enterprise Zones are other types of development tools associated with redevelopment powers.
